20 was becoming difficult for me until I discovered adjusting the pointer speed in the regular Windows Mouse Properties control panel had an effect on the SmartNav. Hope this helps..

I found a workaround on my own! 1. Open SmartNav Settings 2. Click on the Behavior tab 3. Adjust the Mouse Override Delay to 0.0 seconds... and the behavior goes away. Same here, I reported it in another thread. For me it is mainly causing trouble for me in the Edge browser, all Microsoft Office apps and some dialog boxes here and there. Support is suggesting updating your video drivers but that doesn't seem to help in my case.

Well, that's no good. I genuinely hope this gets fixed soon. I don't know what Microsoft did to cause this but it is likely on Natural Point to fix it.
