Attempting to install my TIR4 software on a new computer build. When I "run" the 4.028 downloaded sofware I get an error: Installer will not launch - the RPC server is not available". Help please!

Update (and talking to myself):
Based on a recommendation from a fellow member of the FB/PF forum, I increased the distance between the TIR and the reflector (my head) and that seems to have eliminated the "Stutter".
