RESOLVED
I run the sim as administrator and if I run TrackIR as administrator is seems to couple every time. Thanks Mike is support!

TrackIR 5.4 connection to P3D fails
I had this problem with FSX also but not to the degree I have now. For whatever reason, fresh boot or repeat session, after I open TrackIR and then open P3D, the TrackIR screen does not minimize and fails to connect to the simulator session. I can do a couple reboots and then it works as expected. I...
