It seems to be normal when the TIR 4 Pro is connected to the usb even if the software is not running. Mine blinks all the time just like yours.

If you take a closer look at the posts in here concerning FS9, and there are a lot. There is plenty of advice that could help you out.

eugene, TrackIR 4 Pro does not need to be loaded into the game controllers to be used in the game.

But if you are having trouble using TIR 4 Pro in a game please specify game and problem so we are better able to help you.
