I have begun checking out this bug in the installer. Check the release notes that came with the 2.11 installation (Readme.txt file in the directory where the trackIR software is installed to). They indicate what the registry key is and what the different values correspond to.

We put the Mouse Delay maximum time amount in as an override option which may be edited in the registry. It was included starting with Beta 5 of 2.11 and is available in the Final release as well, check the readme.txt file installed by the installation program for details.
