Could be IRQ sharing or conflict with USB controller and another device.

I had the same stuttering and it was caused by the USB controller sharing the same IRQ with ACPI. Don't ask me what that is

But i solved it by disabling ACPI on a new windows install. After the fresh install everything was as smooth as silk with trackIR.

Hey Steve I would go with what DNME has posted if your USB PCI card is shareing a IRQ (and it probly is) then there can be a issue with pauses within IL2 and maybe other games, I had a simlar issue when I installed my PCI USB card with my TM Cougar dropping out while the USB card was sharing a IRQ, its also a bugger to fix in WinXP as good old Billy Gates doesnt belive we should be able to assigne our own IRQs and will not let you manually adjust them unless ACPI is shut of in the M/B Bios or on a install of WinXP.

Good luck hope you get it sorted out as with Track IR you are in for the finest siming expirance you can get. And its only going to get better soon

I had similar problems especially running a Cougar setup as well.
A nice USB PCI card sorted the problem for �20 and gave me 4 additional ports
