my control panel disappeared

i had a problem with windows 7 & to have tech support reset my computer.,now the screen resolution is better but when i start the computer smartnav does not start automatically & WHEN i do start it manually the control panel does not appear but the system works the same. i used the installation disk to try and reset the system with out success. help!
