Windows 10 Cannot Control Modern App Scrollbars

Hi everyone,
I'm running Windows 10 Home x64 version 1909. I've noticed that SmartNav cannot be used to click and drag scrollbars in modern apps (known as "metro-style" or UWP apps) such as the new Windows settings menus or the Start menu. When I click on a modern app scroll bar, it will "highlight", but then moving the cursor up or down does not change the position of the bar/window. Using a real mouse works fine. Also SmartNav works fine with the scrollbars in non-modern apps (such as Windows Explorer or Firefox). Does anyone have a soluton for this? I'm running a SmartNav 3 with software version 3.3 build 39. Thanks in advance!
