Dwell Clicking checkbox is grayed out

Hi there!
I work with someone who uses SmartNav (with DwellClick) on their personal computer. I'm writing additional software for them.
I downloaded SmartNav to my own computer (without a SmartNav camera), and the checkbox for "Dwell Clicking" is grayed out. I need to enable Dwell Clicking so I can test my own software in an environment in which Dwell Clicking is on.
Is the reason it is grayed out that I don't have a SmartNav camera? If so, is there a workaround with which I can enable Dwell Clicking without having a SmartNav camera?
