Our in house test units run i7 2600k machines with 8GB ram on Windows 7/64 and we have more than enough power to run both. With larger or more complex scenes and takes you may want to up the ram or go to a sandy bridge e chip like the 3930k.
Video requirements are actually fairly light, standard consumer boards are more than enough to handle Tracking Tools or Arena. The more powerful, the better.

That looks about right! Good to remember the backup power supply, that helps quite a bit in the event of the unexpected.
