You could always pause the TrackIR using the pause hotkey. By default the pause key is F9.

It is a separate program which does other things too.
... It will be difficult to include it into your driver.
But the idea behind the activation/deactivation of track-ir is very simple.

Yes, You have to register on Avsim to get a file, but it is free. Thousands of people have done it, I wonder why you couldn't.

- Suspending Track-IR in external view is a wish that several users asked for since october 2006.
- You always told us that this was impossible to do without changing FSX software
- I have done it, without painful trick, just using the FSX SDK and SimConnect and without hacking neither your software nor FSX
- I think that you should now implement the same thing into your standard software
