Low FPS causes severe challenges

I know this is not TrackIR's issue but WW2OL. When the FPS drops to low double digits and below, it has catastrophic effects on the TrackIR's ability to work.

Agreed, however, I find that if I immediately snap to target or gunsight view at the onset of a spike (which are now becoming rare), it cures the fast switching of views or the confused jumble of views rendered and also make the lag spike shorter and less disorienting. It may work for you.

Yeah, even though you shouldn't have to..the spikes still hit now and then (although much better since 1.14).

Just switch to gunsight view, it will disable the track IR and recenter it. Seems to fix the spikes too.
