now it's 2019 and the starcitizen is running ver. 3.6.1 and I just bought trackir 5 with pro clip because I can see others using it now successfully, but it doesn't work for me.
I start TrackIR before the game and both green camera leds are on when game is running and everything works fine in the software, but nothing moves with trackir in the game but it works fine in Elite Dangerous
(I use flight stick with hotas)
is there anyone in here who can help me

This was the info I needed.

Login to Star Citizen and enter the Universe
.Go to the Options menu.
Go to the Comms menu.
Change the Head Tracking Source to the TrackIR device in the drop down menu.
Set Head Tracking Enabled (Toggle) to Yes.
assign a Key to Head Tracking Enabled (Toggle) 
Because it's default off and no Key is Assing
after this my trackir is now working
