What profile are you using, for FSX itself?

Have you adjusted the hotkey settings for that profile?

Are you running any keyboard/macro applications?

My guess here is FSX must also be having "F9" as on of its command keys. Either freeing the F9 key assignment in FSX or Assigning any other key not used in FSX might resolve conflicts if its there.
