Cameras (13W) not Appearing in Motive 2.3.1

We have 14 Prime 13W cameras hooked to a POE switch and then connected to the computer network card. The firewalls and antivirus are deactivated and Motive is allowed through them anyways. However, when I launch Motive 2.3.1, none of the cameras appear in the program, Devices shows <No Cameras>, and I cannot calibrate the system.

Ran an ipconfig and the network card has an ip address. When I launch Motive the camera lights turn from pulsing blue to off. If I run an older version of Motive, the lights indicate a firmware update then go dark and the cameras still do not appear in Motive.

To make matters more interesting, I downloaded the Camera SDK and launched the Sample Viewer App. All the cameras connect and I can turn them on one at a time and see the markers in the system from their point of view. So the computer can get the camera feeds.

Repeated on a second machine with the same results, problem does not seem to be machine specific.

Any ideas?
