64-bit Vista, it's in my games list but it wont detect it.
I know it's the game's .exe because when I use the dx10 exe (which doesn't come with steam, apparently the steam overlay doesn't work with dx10 so they didn't ship it with the dx10 executable) it detects it and trackIR works fine.

It could be a permission level issue, can you run the TrackIR, and Hawx shortcut, as an admin?

Yep, that was it. So for future reference for anyone else with the problem, I went into my steam directory:
C:\Program Files(x86)\Steam
Right clicked Steam.exe and on the Computability tab I selected "Run this program as an administrator" then went into
C:\Program Files(x86)\Steam\steamapps\common\tom clancy's hawx\
and did the same to HAWX.exe
Steam loaded up and told me it suggests not using any compatibility modes on the executable but to hit Cancel to permanently ignore, I hit Cancel and now HAWX is detected as normal.

I'm running the game in DX9 and DX10, no problems.
When i turning TrackIR on it works fine, looking around?
But the games begins to stop (screen black) and contiues again until the games crashes (blue screen).
This happens in DX9 and DX10.
Turning TrackIR off and the HawX runs fine but without trackIR it's less fun?

I have been reading the reviews, some good, some bad. There is no cockpit view. What would the trackIR be used for? Just look around the outside?

HAWX does have a cockpit view that has TrackIR support built in. I wouldn't call it a "shooter," like an FPS, as it's definitely a combat flight game.
