Multiple registries may be causing issues with the USB drivers.
Uninstall the TrackIR software and disconnect the device. Do a registry search and look for multiple entries. For example, the system may have accumulated different entries under:
HKEY_LOCAL_MACHINE - SYSTEM - CONTROLSETxxx - ENUM - USB - Vid_xxxxxx
Carefully clean those entries from the registry along with any obsolete registry entries.
Additionally, it is possible that each time the TrackIR is disconnected and moved to a different USB port, the software may leave duplicate keys in the registry.
