Eric, my CH setup is relatively new to me (although I have a good profile for the MiG 29). Could you explain to me what you mean by HOLD before the two KP keys in your post? Thanks.

The HOLD means that when you press and hold the button, it will actually hit and hold that key as well. If you don't have HOLD in there before the keypress, then when you press and hold the button, the stick will press that button once and the release it. I hope that makes sense. It is late!
I have confirmed that these keys do work quite well in Lock On. I use the KP+ and KP- for my enabloe and center. I use the keypad 1, KP3, KP, 7, and KP9 for my various teamspeack communications PTT buttons.
They work equally well for TrackIR commands.
