Yes we have seen this issue, as Vista is loading the UAC screen on a permission level outside of Windows.
Currently the only remedy is to disable UAC message

Yes, every program that goes thru & is active, SmartNav won't work. You just have to turn UAC off somehow.

This issue is caused by the computer's operating system changing into a different permission level, where the SmartNav is not accessible. You can bypass the issue by following the steps listed below.
Disable and Turnoff UAC in Windows 7 from Control Panel
1. Access User Control Panel from Start Menu -> Control Panel -> User Accounts and Family Safety -> User Account
2. Click on User Account Control settings link
3. Move the Slider to Never Notify
4. Click OK to make the change effective
5. Reboot
