I have the same problem in Vista 64.
To be able to delete those two folders I had to take ownership from Windows XP. Vista wouldnï¿½t let me.
But it doesn't work anyway. Can someone please confirm that FSX and Track-ir is working in Vista 64?

I've had it working in Vista-64 bit.......

The issue is that something in the networking setting of SimConnect get "broken", and then don't get reinstalled when you do a repair install.......
