Track IR 5 Slows do.......w........n!

Relative Newbie here, when I map buttons for Flaps in FSX onto my Saitex X52 Pro, Track IR slows down to an almost unusable speed.
Every other button works perfectly fine including Flaps Up. But when i attempt to select flaps down it goes this slow way.
can anyone help?
