optitrack latency

Hello,
I use an optitrack s250.
I read on the natural point website that the latency seems to be the opposite of the frequency measurement.
What represents this latency? For me latency is the time delay between the physical measure and the disponibility of the digital measure (output VRPN streaming with TT for example).

The 4ms latency listed on the site is the time between frames. The time between the exposure period through streaming can be seen in Tracking Tools on the status bar.
