Chain of keys used for a command

I need to have tracker use the Control and Shift keys when centering, etc. However, I cannot seem to have the control and shift keys record when trying to do
Control + Shift + F12, etc.
How do you do this in Tracker?

In the advanced settings dropdown menu, on your profile you can select the hotkey you'd like to make the adjustment to. Click on where it shows the current hotkey assignment, then when it asks press the combination that you want.

I did that but the control and shift keys will not appear. Only the F key appears.
