Track-IR 4 wont start or uninstall

So as the title states I cannot start or uninstall Track Ir, the blue light blinks and depending on which version of the software I install it will say not detected or it will detect it as a Tir 4 and serial but no green light on the bottom of the window either way. I have tried to uninstall the program entirely but it still remains in the programs list and the only thing that is gone is the shortcut but the folder and contents remain, plugging in the unit gets windows looking for a driver and ending with Unknown Device, no indication in the device manager of a problem. I tried a different drive with a different copy of windows and installed the software, this time I get the serial 99018, green light on the bottom of the panel indicating the device but no function and still blinking blue light on the unit. I hope for a solution but maybe it's just dead, :-/
