Jittery and Jumps when looking down for any extent

I've checked the camera and insured that all points are green when I look down. I've changed the profiles, done just about everything but the only thing that really fixes it, marginally, is turning up the head speed to a fairly large amount, to the point where the slightest twitch sends my head off.

Any help?
