Track IR used as a Windows computer mouse

Can track IR be used as a computer mouse for windows out of the box. If not are there any EXE that can be downloaded.
I get a warning when I launch the mouse emulation .exe.
"TrackIR Mouse Emulation Unabled to initialize Track IR"
Can someone email me the exe that works or suggest how to correct this error?
