New TrackIR3PRo with Vector not working

I finally took the plunge and ordered a TrackIR3Pro with the Vector Expansion pack and at the moment I'm sorry that I did.
I followed the installation instructions but began having problems getting the TrackIR to be recognized by Windows. It would only see it as a "Usb Device" and it was never properly recognized. I tried every single usb (2.0) port on my machine without any luck. I even went out and bought a PCI USB 2.0 card to see if that would work, but it didn't. As well, I tried installing it on my second computer and it was giving the same problem.
I spent about 3 hours installing/uninstalling different versions of the software and drivers, but that didn't make a difference. I also tried clearing out any additional USB devices from my registry, but it didn't help. As well, I tried reinstalling the drivers for the USB controller on my motherboard.
Finally, at one point I booted my machine and magically it was detected as a Natural Point TrackIR 3. I threw on the cap and vector clip and fired up the software. The 3d model of the head was wigging out like crazy and when I opened the window that shows the view of the camera, it had large red and blue bars along the edge that blinked on and off in different positions. It obviously wasn't receiving usuable data from the device. After uninstalling whichever build of TrackIR that was, I've never been able to get the device to be recognized again.
Finally, I figured that a new install of Windows would be worth a shot, so I installed Windows onto another hard drive. Same problem, the device isn't recognized and the drivers never install properly.
Since I've tried a bunch of different driver builds, two different computers, a dedicated USB PCI card, and a fresh install of XP (with absolutely no other new drivers/applications installed), I'm getting the feeling that my TrackIR is at fault.
