I have been reading the forums for almost 2 hours and I deleted that simconnect.dll and the folder that it was in then I did a repair. I did this 3 times and I still can not get my IR4 to work. I am also using

That's your problem.
The Download Software/Manuals page has a link to the actual latest driver which as I write this is 4.1.029.
The version information on that page says that FSX support was only added in the 4.1.029 version so anything earlier won't support it.

You'd have to ask the NaturalPoint guys as to why the TrackIR update doesn't yet know about this version (the page claims it was released on Nov 30 2006, 30+ days ago).

It isn't the official version within the TrackIR software, as we haven't started shipping it out of the TrackIR cds yet.
