TrackIR 4 not connecting to FSX

I have upgraded to a Dell XPS and now cannot get TrackIR 4 to connect to FSX. It works fine on F4 Allied Force and worked fine on my previous Dell 4550. I have downloaded the latesed drivers for the hardware and software (XP Pro SP2) the vid card is GTX 8800. I have loaded the latest TIR software and the previous software. Sometimes the software hangs when you try to shut down but not if you disconnect the USB cable first. The USB cable brings up the info bubble when first connected that says it is only connected to a 1.1 not 2.0 USB connection. If I load the latested TIR software from the web when I first use TIR it asks me to use the wizard and I read that the software was a complete package. Also asks for the wizard if I change the USB port. Help please.

OK, when the TrackIR software is installed, and running; If you start a flight within FSX does the blue LED come on?

The blue light is off, also I am only using the premade setup from the games download. I am not useing a hub, I plug directly into the computer. Also I have disconnected the power management option.

Do you have the deluxe version of FSX?

Yes, Deluxe - standard install no mods.

1 - Install the FSX SDK application, from the FSX DVD.
2 - Run the Simconnect install from the location below.
C:\Program Files\Microsoft Games\Microsoft Flight Simulator X SDK\SDK\Core Utilities Kit\SimConnect SDK\lib
3 - See if you get the blue led now.

Carried out the two operations, rebooted still no blue light.
If I ALT TAB back the TrackIR front screen shows - current game none, current profile - default profile (this is FSX) I have four red dots and green light at the top. The FSX VC operates O.K. with the space bar and mouse.

Have you done a clean install of the TrackIR software?

I will try again, should I use the CD or the download site?
If the download site is it a complete programme or do you need to load the CD first and overwrite? Please confirm the version number to use with Windows XP SP2 Pro.

Remove the TrackIR software by doing the following:
a. Click "Start"
b. Click on the "Control Panel"
c. Click "Add/Remove Programs"
d. Find "TrackIR" and click "Change/Remove"
e. Once launched it will give the option to completely remove it.
f. Delete the NaturalPoint folder at the following location, C:\Program Files\NaturalPoint
g. Download and reinstall the software from the following location,
