Do i need trackIR 4 to use TrackCLIP

do i need to have trackIR 4 to use trackCLIP or can i just buy the trackCLIP and it will work?

The TrackClip Pro is an accesory for the TrackIR4, so the TrackIR4 is required.

I would give the benefit of doubt as I read the question as meaning "is TrackClip Pro a stand-alone product".
To quote the TrackClip Pro system requirements from the website:
System Requirements ::
Requires TrackIR 3 (with Vector) or TrackIR 4 Series hardware
Range 2 to 5 feet (61 cm to 152 cm)
Fits headset bands up to 1 1/4" wide and up to 1/2" thick
