How can I playback a TrackIR file at a slower rate than originally recorded? I want to record my head movement, then have it play back synchronized with a simulator running at 1/3 normal speed. Could I find out the format of the rec/play file so I could implement this?

I'm not sure that that is possible.

The rec/play feature is for diagnostics purposes and just records the data points for playback within the TrackIR software only.
