Additional delivery costs?????

I have been informed today by UPS that my order status is "Exception".
They have also told me that I have to pay between 36-39GBP for my order to be delivered. On your website, you clearly stated that all expenses where paid for the delivery, I paid about 50USD for the international shipment, which is enough to cover the costs! I would like an explanation for these additional charges!

I expect that you are being charged an import tax. If you live outside of the US, it is likely that your government adds a fee to any product purchased outside of your country. Our website does warn international customers of this possibility. On the Shipping Method of the order processing page, below the shipping selection, it says:

NOTE to [color:#CC0000]International Customers[/color] :
Shipping and Handling does not include GST, Duties or other Taxes and fees that may be required by your country's customs. If imposed, the delivery agent will be required to collect these fees at the time of delivery. (Average cost of these fees can be as much as 30% of the value of the item.)

strange since whenever i ordered items from abroad I never had to pay an import tax. Is there any possibility of getting a US TAX refund since the item is being taxed twice?
