There currently is no option to disable the external view working with the TrackIR. All too true. Unfortunately, this is not the crowd who would implement such a change either. Actaully, Microsoft felt that the consumer might like the ability to adjust the the view with the TrackIR, or any head tracking system, in more than VC mode, hence the ability to use it in 2d and external modes. It wouldn't be so bad except that moving your head results in an anti-intuitive rotatio...
