SmartNAV mouse software and TrackIR

Does the TrackIU come with software that allows you to use the SmartNAV-like mouse function outside of specific games? I'm only interested in the mouse function, but I'm wondering what the SmartNAV has that makes it 70 bucks more than the TrackIR :-D

The TrackIR only works in games and does not work for controlling the mouse function outside games.

The SmartNAV has different hardware and software which have been designed with specific features and options to deliver the best PC navigation experience. The SmartNAV software will allow you to completely control your computer hands free at a price which is an incredible value.
