Tracking is sluggish in Wings over Israel

Tracking is sluggish in Wings over Israel

Not sure why this is, but if I hit f9 and just use my mouse to move the view around the mouse moves the view instantaneously whereas trackir is always a bit behind my movements. Trackir seems to work well in other games however (not sluggish).

Wings over Israel - I'm not familiar with that gaming application. What engine is it using?
