Track IR problem

Hi, I have track IR 4 with vector clip. I am running windows 64bit vista, everything was working fine, but i tried to install 5 software thinking it would work with 4 for some reason. It didn't work obviously, but i tried to reinstall the 4.37B software which i already had the exe file on my computer, and now i can't get it to to work. I tried to install every different version of track ir and still nothing. My pc says can't verify the publisher and says it may not be installed correctly. I've never had this problem before I installed the 5 software. When I turn it on the green light comes on for about 2 seconds and then goes out. My connection says no data and its on dot, i can't change it. All of the red LED lights are on that are on the clip. Can anyone help?
