Okay, so the issue I am having is related to Windows 10 update 2004. I reverted back to 1909 and everything works as it should, and then updated again to the 2004 version and stuttering is back. And this is not only affecting TrackIR, I can replicate the issue by only using script that pans the view in fps games or flight sims. For some reason limiting fps to 63 fps is the most smooth one.
I haven' found a solution, I've tried all I can think of from windows internal timer to different nvidia drivers. So the problem might be a gpu driver compability with the 2004 Windows update or something totally else and related to only for my hardware combination (i7700k, 1080ti). Sorry for not being able to pinpoint the issue, yet!
