Yes, without that file installed, the system can not use the simconnect portion of FSX, which then prevents 3rd party add-on items from working.
Have you tried running the simconnect install directly from the deluxe cd?

If you manually browse the 1st DVD. Open the SDK folder, and run the SDK installer.
Once installed, browse to the following folder -
C:\Program Files\Microsoft Games\Microsoft Flight Simulator X SDK\SDK\Core Utilities Kit\SimConnect SDK\lib
and run the Simconnect.msi installer. This should reinstall the simconnect folder.

Broswed to this folder still said path was incorrect. C:\WINDOWS\WinSxS\x86_Microsoft.FlightSimulator.SimConnect_67c7c14424d61b5b_10.0.60905
Started up FSX no blue light.
C:\WINDOWS\WinSxS\x86_Microsoft.FlightSimulator.SimConnect_67c7c14424d61b5b_10.0.60905.0_x-ww_429211e9
Went there, found a simconnect DLL in that folder but thats the only place.
What now?
